According to one estimate, over the last fifty years 22 million people have been killed
in these intrastate wars, 84% of whom were civilians. It is not only the dead that should
be counted, though. Internal conflicts have caused immense suffering among survivors:
refugees, internally displaced persons, the traumatized and victims of landmines. Whole
societies have been wrecked and development has been set back for years.
